About Us

The Practice

Conservation Engineering Consultants was set up by Tim Cooper in 1996. With Tim at the helm, CECL offered ground breaking and innovative advice to all sectors of the construction industry, on matters such as site selection, site ecology and micro-climate, material selection, building energy requirements and building operation. Recently acquired by Simon O'Brien & Brian Homan, CECL can now draw on the accumulated building services experience of Homan O'Brien & Associates and Tim Cooper's extensive experience in sustainability.

Brian Homan

Brian Homan

Graduated from The College of Technology, Bolton Street in 1987 with an honours degree in Building Services Engineering. Obtained post graduate diploma in project management from Trinity College Dublin, June 1991. He joined Seamus Homan Associates in 1990 and is now Joint Managing Director with Homan O'Brien Associates. Brian is a past Chairman of the CIBSE and was Treasury for the ACEI. Brian has been involved in the design and management of many award winning projects such as Offaly County Council Headquarters, Woodchester Bank and innovative designs in North Tipperary County Council Headquarters and Cork City Hall. A keen sailor who also enjoys golf.


Simon O'Brien

Simon O'Brien

Graduated from The College of Technology, Bolton Street in 1987 with an honours degree in Building Services Engineering. Employed by R.W. Gregory & Partners, Consulting Engineers, in London as a Design Engineer. Seconded to Thinet International in Saudi Arabia. Design Engineer responsible for co-ordinating all services to three 100-bed general hospitals. Joined Robert Jacob & Partners in 1991 and is now Joint Managing Director with Homan O'Brien Associates. Simon was responsible for the design of the first commercial "Green Building" in Dublin in 1993. Sat on the RIAI Sustainable Architects Committee and was the Engineering Judge for the European Wide "Living in the City" Architectural competition. He currently sits on the Executive Committee of the ACEI. Simon has extensive experience in the design, procurement and management of commercial and healthcare projects along with master planning large residential schemes. Simon can be found in the swimming pool at 06.30 a.m. most mornings and plays the odd game of golf.


Niall Coughlan

Niall Coughlan

Graduated from Trinity College Dublin in 1999 with an honours degree in Mechanical Engineering. He began his professional career working for Dublin Bus, where he was involved in the management of various construction projects undertaken to improve facilities at 10 locations in Dublin City. Joined Homan O'Brien & Associates in 2004 where he gained extensive experience in the design of mechanical services installations for a wide range of building types. Niall is a registered BREEAM assessor and has offered advice to many HOBA clients in this regard and was also among the first professionals in the country to become a DEAP assessor. The DEAP assessment method is used to determine the Building Energy Rating of dwellings. Niall enjoys keeping active and plays football regularly.


Tim Cooper

Tim Cooper

Graduated from Trinity College Dublin with in 1970 with an honours degree in Geography/Civil Engineering. Tim was the senior executive responsible for constructing some of Ireland's finest contemporary buildings on complex and sensitive city centre sites. He was directly involved in every capital development project undertaken by TCD from February 1980 to November 2004 and was involved in every aspect of these developments from initiation, planning and managing professional consultants to the delivery of each completed facility. He formed Conservation Engineering Consultants (a former TCD Campus Company) in 1996 to serve as vehicle for making expertise and experience in above areas generally available and stepped down from post of Director of Buildings in TCD in November 2004 to concentrate on research and consultancy work.
